Objective

To deliver a comprehensive Re-FEED (Front-End Engineering Design) for the Neptun Deep development, ensuring a high value design across offshore and onshore assets, with greater certainty for Financial Investment Decision (FID), while maintaining alignment with Romanian regulatory and environmental requirements. Project Scope

The Neptun Deep Re-FEED project covered:

  1. Offshore processing platform (topside and substructure) targeted Re-FEED resolving design issues, refining topsides scope, and aligning the updated design with project objectives and regulatory expectations.
  2. Onshore gas pipeline reception and metering station Re-FEED to include assess the current design is harmonised with the Offshore FEED update.
  3. Central control and logistics building- onshore

The scope involved end-to-end design and integration activities, from offshore infrastructure updates to detailed onshore facility layout and operations planning.

Key Execution Metrics

  • FEED Update Duration: 7 months, including continued engineering support
  • Full Time Equivalents (at peak): 25 FTEs
  • Deliverables: Over 200 multidisciplinary engineering documents
  • Design Review Workshops: Conducted to establish a robust, fixed design basis
  • Offshore Discipline Engineering: FEED deliverables updated across process, mechanical, electrical & instrumentation
  • Onshore Design: Development of the central control building encompassing operations, safety, HVAC, and architectural aspects
  • Site Layout: Full layout of the onshore facilities, optimised for operability and integration

Specialist Technical Consulting

  • Safety Radiation & Gas Dispersion Modelling: For offshore flare systems
  • Quantified Risk Assessment (QRA): For all facilities, both offshore and onshore
  • Environmental Discharge Modelling: To evaluate and mitigate sea discharge impacts
  • Regulatory Engagement: Liaison with Romanian environmental authorities to support permitting and approvals

  • Design Optimisation and Freeze: Test alternatives to design parameters and concepts towards a fixed and executable design basis

  • FID & EPC Entry Enabled: The Re-FEED brought a significantly higher degree of technical and commercial certainty, allowing OMV Petrom to confidently proceed to Final Investment Decision (FID) and into the EPC phase
  • Ongoing Owners Engineering Role: io remains embedded as the Owners Engineer during EPC, supporting multiple technical scopes to ensure consistency and continuity
