Objective

To complete the Front-End Engineering Design (FEED) for the Hassi Bir Rekaiz (HBR) Phase 2 development, in the Berkine Basin, Eastern Algeria, optimising the project for full-field production, minimising risk, and supporting the transition to the Engineering, Procurement, Construction and Commissioning (EPCC) phase.

Project Scope

  1. Developed FEED for Phase 2a, targeting a capacity of 31,500 stock tank
    barrels of oil per day (STBOPD) with infrastructure to expand to 63,000
    STBOPD in Phase 2b.
  2. Entire infrastructure development as well as well sites, gathering and
    processing facilities, and associated pipelines including industrial base,
    accommodation, military camp, air strip and roads.
  3. Integrated Phase 1 infrastructure into the new Central Processing Facility
    (CPF) and designed brownfield modifications at existing facilities for oil
    and gas exports.
  4. Prepared EPCC tender documents and executed workshops, including
    HAZID, HAZOP, SIL, 3D Model Review, Constructability, Human Factors
    Engineering (HFE) and Value Engineering reviews.
  5. Delivered a Class 3 Cost Estimate with complete with Cost Risk Assessment,
    Level 2 schedule and entire EPCC ITT packages.

Outcomes

  • Value Engineering: Cost saving opportunities, such as pipeline optimisation (right sizing through detailed flow assurance, optimal corrosion allowance), optimised inlet processing facilities, wellsite power supply.
  • Design Optimisation: The CPF design includes provisions for future Phase 2b expansion and improved water injection systems for enhanced oil recovery.
  • Risk Reduction: Comprehensive HSE reviews identified and mitigated key risks, ensuring As Low As Reasonably Practicable (ALARP) outcomes.

Outcomes

  • Technical Certainty: Detailed FEED across multiple disciplines with outcomes feeding the cost and schedule estimate and basis for EPCC ITT.
  • Brownfield Details: Site survey to existing assets to ensure certainty of brownfield tie-in design and existing processing facilities capacities.
  • Design and Safety Reviews: HAZID, HAZOP, SIL, 3D Model (x 3), constructability, HFE, risks, cost estimate.
  • Operational Readiness: Philosophies, guidelines and requirements for commissioning and start-up for successful and seamless handover.
  • Project Viability: Collaborative execution strategy enabled the project to remain within the revised schedule and achieve deliverable quality benchmarks.
  • Stakeholder Alignment: Local authorities, partners and expected suppliers and key stakeholders required for success during execution.
