Project Block 5 Marginal Oil Field Development Concept Select Study
Sector Energy & Chemicals
Services FEL2a – Concept Select
Location United Arab Emirates

Objective

To identify the most technically and economically robust development concept for the Offshore Block-5 (OFFB-5) fields, balancing early production, cost efficiency and risk mitigation to achieve first oil by 2026.

Project Scope

  1. Evaluated multiple development concepts, including Full Well stream Transfer (FWST), Partial Processing and Full Processing schemes.
  2. Assessed artificial lift options (Gas Lift and Electric Submersible Pumps -ESPs), power supply strategies (import vs. on-site generation), and export routes (FSO vs. Das Island).Alignment of technical definition with regulatory and permitting requirements, stakeholder expectations, and the project’s economic model.
  3. Conducted techno-economic analyses, HSE risk assessments and sensitivity studies to rank concepts based on Unit Technical Costs (UTC), NPV and IRR.
  4. Integrated findings into a recommended Field Development Plan (FDP), targeting ADNOC approval.

Findings & Recommendations

Findings

  • Preferred Concept: Concept 5A (MOPU with Full Processing, export to Das Island) emerged as the most robust, offering low UTC and strong IRR.
  • Power Import Advantage: Importing power from nearby electrification hubs like Al Ghallan Island reduces CAPEX by approximately tens of millions of dollars and aligns with decarbonisation goals.
  • Artificial Lift Efficiency: ESPs demonstrated significant CAPEX savings in the range of tens to hundreds of millions of dollars and better operational efficiency over Gas Lift.
  • Export Route Insights: Das Island export offers lower CAPEX and operational risks compared to FSO options.

Recommendations

  1. Adopt Concept 5A as the preferred development pathway.
  2. Optimise further by adopting minimum facilities wellhead platforms (CSPs) and importing power.
  3. Engage early with stakeholders, including ADNOC and technology vendors, to secure approvals and mitigate risks.
